Many cards today are issued with a "chip" in them, however, not all of these cards ask you to enter a PIN when you pay for your goods and services.

When you are issued with a new card, you should read the letter or the literature that accompanies your card or PIN to check if it is a chip and PIN card.
If you do have a chip and PIN card, there will be occasions when the person accepting your card for payment, in the UK and abroad, will not be able to process a PIN transaction and you will be required to sign instead, just as you always have done.
